The Health Education Board for Scotland (HEBS) was the Scottish government agency responsible for health advice, education, and promotion — the body behind national campaigns on smoking, diet, alcohol, and physical activity. It produced the leaflets, advertisements, and school resources through which public-health messages reached Scottish homes, and it supported health professionals with evidence-based materials. HEBS reflected the devolved approach to health: Scotland’s health challenges — historically poor diet, high smoking rates, stark inequalities — demanded campaigns tuned to Scottish realities. The board was later absorbed into NHS Health Scotland (now Public Health Scotland), but its campaigns remain landmarks in British health promotion.
