The Scottish Executive Environment and Rural Affairs Department, abbreviated SEERAD, was the department of the devolved Scottish administration responsible for farming, the environment, animal welfare, and rural development. It oversaw agricultural support payments, animal health and disease control, fisheries policy, food safety liaison, and the stewardship of Scotland’s countryside. Its remit connected the farm to the environment: from livestock movement rules that underpin traceability, through agri-environment schemes paying farmers for conservation, to responses to outbreaks like foot-and-mouth disease. Government reorganisations have since reshaped it into successor directorates, but during its existence SEERAD was the central address for rural Scotland’s dealings with government, balancing production, welfare, and environmental protection.
